At our upcoming B17 x Forbes conference, we will address one of these essential topics: taxes, and more specifically, the collection of direct taxes.
Taxes have existed since ancient times. Once local and rudimentary, they have become, over time, centralized, structured, and increasingly automated.
Today, in the Grand Duchy of Luxembourg, the Administration des Contributions Directes (ACD) oversees the collection of personal income tax, corporate tax, wealth tax, and property tax. This represents more than €10 billion, or nearly 45% of the state budget for 2024.
We will have the privilege of welcoming Jean-Paul Olinger, the new director of the ACD, appointed in 2024. An expert and connoisseur of the business world, he led the Union of Luxembourg Enterprises (UEL) for six years.
This conversation, moderated by Pierre-Yves Lanneau Saint Léger, will focus on the challenges of modernizing and transforming the Luxembourg tax administration.

Jean-Paul Olinger
Directeur - Administration des Contributions DirectesJean-Paul Olinger est directeur général de l’Administration des Contributions Directes (ACD) au Luxembourg.
Fort d’une solide expérience en responsabilité sociale des entreprises, en politique fiscale et en développement durable, il a occupé des postes de direction chez INDR et UEL. Auparavant, il était associé en services financiers chez KPMG Luxembourg. Jean-Paul est titulaire d’un TRIUM Global Executive MBA et de diplômes d’études supérieures en droit international des affaires et en droit fiscal de l’Université de Mannheim et de HEC Lausanne. Il parle couramment l’anglais, le français, l’allemand et le luxembourgeois, ce qui lui permet d’aborder avec brio les questions fiscales et politiques transfrontalières.
