The NSPA’s mission is to provide tailored, efficient, and cost-effective logistical support services for systems and operations. This support is offered—during peacetime, crises, or conflict—wherever needed to Alliance member countries, NATO military authorities, and partner nations, either individually or collectively.

Specifically, the services NSPA offers to its clients worldwide include the acquisition, operation, and maintenance of weapon systems, fuel supply, port services, airfield logistics, air transportation, healthcare and catering services, and base support. The Agency consolidates and centralizes logistical management functions, allowing its clients to benefit from economies of scale.

NSPA plays a key role in NATO’s response to the COVID-19 pandemic. It provides logistical support and organizes the transport of essential supplies and equipment to Alliance countries, partner nations, and international organizations. For example, NSPA assisted Luxembourg in setting up a field hospital to enhance the country’s hospital capacity and delivered ventilators to Italy, personal protective equipment to Spain, and medical supplies to Norway.

NSPA’s capabilities are grouped into three categories: operational and exercise support, lifecycle management, and services.

The speakers

Stacy Cummings

General Manager - NSPA
Mrs. Stacy A. Cummings was appointed General Manager of NSPA in September 2021. Before joining NSPA, Mrs. Cummings was a career member of the Senior Executive Service at the Office of the Secretary of Defense in the United States. Most recently, as the Principal Deputy Assistant Secretary of Defense for Acquisition (PDASD(A)), she advised the Assistant Secretary of Defense for Acquisition (ASD(A)) on matters related to the Department of Defense's acquisition system while advancing innovative and data-driven approaches across the acquisition enterprise. From January 2021, Mrs. Cummings was selected to serve as the Under Secretary of Defense for Acquisition and Sustainment (USD(A&S)). In this role, she was responsible to the Secretary of Defense for all matters relating to acquisition, contract management, logistics, material readiness, installations and environment, operational energy, chemical, biological, and nuclear weapons, acquisition workforce, and the defense industrial base. As Program Executive Officer for Defense Healthcare Management Systems (PEO DHMS), Mrs. Cummings oversaw the delivery of healthcare and advanced data sharing through a modernized electronic health record for military personnel, veterans, and their families. Mrs. Cummings has also held senior leadership positions at the Department of Transportation, where she established strategic direction, provided executive leadership, and managed daily operations as the Executive Director of the Federal Railroad Administration and Acting Executive Director of the Pipeline and Hazardous Materials Safety Administration. Starting her career with the Department of the Navy, she held leadership roles within the Naval Air Technical Data and Engineering Services Command; Fleet Readiness Centers; the Program Executive Office for Command, Control, Communications, Computers, and Intelligence; and the Space and Naval Warfare Systems Command. Mrs. Cummings holds a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces and a Master of Science in Management/Information Systems from the Florida Institute of Technology. She earned her Bachelor of Science in Business Logistics from Pennsylvania State University. Certified in program management and acquisition logistics, Mrs. Cummings is a graduate of the Naval Air Systems Command Senior Executive Development Program and the Defense Senior Leader Development Program. She has received multiple awards, including the Navy's Meritorious and Superior Civilian Service Awards, the U.S. Coast Guard's Meritorious Public Service Award, the Office of the Secretary of Defense's Medal for Exceptional Civilian Service, and the Secretary of Defense Meritorious Civilian Service Award.
